Someone pointed out the obvious answer to me, which somehow I did not see before... in text background properties, change the type from balloon to line.

Subject: [CTGIS-L] Editing Callouts in ArcGIS Desktop Layout Mode
In layout mode, when you add a callout, you usually get these big fat triangles as leaders that automatically resize as you move the callout box. Often, they are quite chunky, ugly, and cover up useful information in the map. Can you change them to just a line, or at least something really really narrow so that it does not interfere with the layout? Or is the only option to replace them with rectangles and lines?
