Using the GPS Controller application, I finally got a message that an almanac had been received. I have no idea how this happened as I did not do anything different than I had done before. I guess it just got really tired of me repeatedly tapping on it.
Somehow I forced the download but I have no idea how. Progress, or so I thought.
Sadly, though an almanac has been received (and a new one today as well) and I can now see satellites appearing in the GPS Controller Sky Plot (anywhere from 2 to 12 at a time), it never locks on to any of them. The GPS Controller continues to flash "0 connected" and "attempting to connect". No PDOP is ever computed. I have set it for Productivity as opposed to Precision which gets the PDOP up to 20. Still won't lock on.

I am still getting a green stream of characters in the ArcPad GPS debugger.
Also, sadly I do not have an external antenna (thank you for this suggestion!).
I have used the Setup button in the GPS Controller to both reset, disconnect and reconnect the GPS (multiple times) to no avail.
According to the Microsoft site, I have the last (latest) version of the Mobile OS.
I'm mostly posting again because I wanted to thank everyone for the advice. I think it is time to throw in the towel on it.
