I think the issue has been the long delay in processing regular unemployment claims. Independent contractors and self-employed individuals, newly eligible for unemployment under the CARES Act, are only now beginning to receive benefits, if at all. It is starting to clear but there have been issues, and no one can get a straight answer it seems. I had a salon owner and single mom who received her first weekly unemployment payment of $143 last week only to have her benefits placed on hold this week. No explanation. Cant get through by phone. Sent an e-mail...no reply. She has been effectively out of work and without income for 6+ weeks.

Chris,
I am under the impression that self employed and independent contractors can collect unemployment as the result of changes to the regulations given the crisis. I also believe they are eligible for the $600/week federal unemployment stipend. Are your salon owners telling you they were denied unemployment?
CT unemployment calculations are based on "claimed earnings". Folks that have a cash component to their business model might not be claiming all of their income which will impact the amount they can collect from the State.
