Good morning, important topic, we have some insights from around the country. Hartford is starting with a town hall next week which is great.
Here, we are working through the process with our Board of Alders. The first step for us is to get out more broadly the information to residents on the American Rescue Plan Act in general - making sure you receive your stimulus payment (a major issue in the cities) as well as the child tax credit. Our financial empowerment center will play a lead role in that regard.
In terms of the eligibility, here is the excerpt from Section 603, Local Fiscal Recovery Fund,
‘‘(A) to respond to the public health emergency with respect to the Coronavirus Disease 2019 (COVID–19) or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality;
(B) to respond to workers performing essential work during the COVID–19 public health emergency by providing premium pay to eligible workers of the metropolitan city, no entitlement unit of local government, or county that are performing such essential work, or by providing grants to eligible employers that have eligible workers who perform essential work;
(C) for the provision of government services to the extent of the reduction in revenue of such metropolitan city, no entitlement unit of local government, or county due to the COVID–19 public health emergency relative to revenues collected in the most recent full fiscal year of the metropolitan city, non-entitlement unit of local government, or county prior to the emergency; or
(D) to make necessary investments in water, sewer, or broadband infrastructure."

Patrick,
I met with our Mayor to discuss this very subject. We've decided that my office will work collectively with other departments to establish criteria and an application process for the distribution of the $4.4MM that Wallingford will be receiving (1/2 now and 1/2 in 2022). This is a conversation I'd like to throw out to all on the list serve as I feel that some level of consistency amongst communities is beneficial...inconsistency has the potential of creating competitive dialog that may not reflect well on any of us.
