MassGIS Position Announcement
GIS Analyst (contract position)
Start date: As soon as possible after June 30, 2014
Hourly rate: up to $35.00/hour

Background
MassGIS is presently building the statewide GIS needed to support the Next Generation E-911 (NG911) emergency response system.  The mapping for this project includes Emergency Service Zones, address point locations, and a street network; these are linked to tables including a master list of street names and of addresses and of their respective aliases/variants.

Duties
As a member of a four-person team, you will work on one of several possible tasks involving updating and upgrading the street network.  All tasks involve editing or otherwise improving the street network and related NG911 data sets included in a sophisticated, fully relational address data model; the work will involve GIS data editing and also working with existing code and developing new code, either SQL queries or Python programs, to expedite these tasks.  Some of this work may involve significant interaction with municipal staff.

Preferred qualifications
-Bachelor's degree in computer science, geography, planning, engineering, or similar field
-One or more years of full-time experience using ArcGIS
-Knowledge of and experience with developing SQL queries or with developing Python programs
-Logical, efficient, and detail oriented
-Evidence of ability to learn new concepts and technologies independently
-Strong communication skills and ability to create well-written detailed reports

Ideal Background
The ideal candidate will have one or more of the following:
-Experience using the ArcPy module and python database connections
-Experience developing and maintaining a relational database in a GIS environment
-Familiarity with using a spatial database via ESRI Spatial Data Engine (SDE)
-Experience in working with a street network in a GIS
-Experience creating and applying QA particularly in developing methodology for new processes
-Experience working with complex data models

Knowledge Acquired on the Job
Familiarity with a fully-developed relational data model for streets, address points, emergency service zones and related data layers; experience with ArcGIS and particularly advanced scripting; familiarity with MassGIS and its database and with state government function and organization.
