Thank you all for the suggestions.  Some I saw, some were new.  What worked so far, I printed the GeoPDF to deskPDF, and then the export to TIFF worked on the new simpler PDF.  I’ve inserted the TIF and am now georeferencing it with control points in ArcMap.  That should spread it out to the scale of my Display, correct?

Does anyone know of the most current way a USGS quad GeoPDF can successfully be inserted into ArcGIS 10.1?  I keep getting an internal error alert when I try to export the GeoPDF as another format within Adobe.  I’m also not finding current answers on forums or the like that actually work here.  Any help would be greatly appreciated.
