We have ArcGIS Server and ArcGIS Portal.  We've created two ArcGIS Portal sites that are internal to our organization.  So far we've created an ArcGIS Portal site with point locations, which can be filtered using the native "Filter" functionality, and we've created a separate ArcGIS Portal site that allows users to search attributes within a layer using the Parcel Application Template.  Is there a way to have both of these pieces of functionality exist on the same site?  And in general, is there a way to create more functionality on an ArcGIS Portal site?  I was hoping that there would be more native functionality, and also some simple code snippets that would be available from ESRI or from the user community that we could add in to expand the functionality.  An additional piece of functionality that I would like to have is to allow the user to select all point locations within a polygon (such as a Congressional District).  I had created some old ArcIMS site a long time ago, and I thought much of the functionality that I've described was native to the application.

If ArcGIS Portal doesn't allow much functionality, should we bypass Portal altogether and just serve our ArcGIS Services somehow?  It seems like using ArcGIS Explorer as a client to ArcGIS Server would provide all of the functionality that I'm hoping for.  But we'd like to avoid installing ArcGIS Explorer on hundreds of internal computers.
