I will second what Simon has said. You need to enable and configure the pop
up window in ArcGIS Online for the layer in question. You can actually do
this in ArcMap before you publish to ArcGIS Server under the layer
properties. That setting is supposed to carry over when you publish as a
service to Server or AGOL.

Michael,

 

Sounds like you have a dynamic map service here.  Within AGO or any other
webmap you need to have an identify tool to do a true ArcGIS desktop style
identify.  I don't believe this exists with any of the available application
templates.  The workaround is to enable popups which you do at webmap
creation stage.  Select the dropdown for each layer and click enable popups.
It will respect field visibility and aliases defined in ArcMap but can also
be customized.  Unfortunately at present you need to enable popups manually
for each layer.  You'll also run into issues when you add new layers into
the service as it screws around with the layer references but it does work!

I'm going to interrupt philosophical debate here with an actual GIS
question.

 

So I have a map service in ArcGIS Server, got it just the way I want it, and
I create a map in ArcGIS Online.  The problem is that if I'm in ArcMap
consuming the service, I can use 'Identify' and see the attributes for all
the features.  In ArcGIS Online that same service does not seem to have that
ability.  At least I can't see how to get it.

 

ArcGIS Server 10.2.1 on Windows 2008 R2 Standard 64-bit machine.  ArcGIS
Desktop 10.2.2 on Win7 enterprise, 64-bit machine.  ArcGIS Online for
Organizations.
