And while families gave the Mirror several reasons they remain in city schools, a new study shows major disparities in which types of students enter the lottery and which do not. "... too few Hartford-region children in foster care enter the lottery. Of the hundreds in foster care living in Hartford, 55 were attending magnet or nearby suburban schools though the Open Choice program. “They are definitely underrepresented,” said (Center for Children's Advocacy executive director Martha)Stone.
