To get a shapefiles of utilities in Queens, try the New York State GIS Clearinghouse. https://gis.ny.gov/gisdata/inventories/results.cfm?SWIS=63§orIDs=&themeIDs=25
If you click on Member Details you can get contacts from the NYS Public Service Commission or other GIS professionals, hopefully.
It maybe older files, but I hope it will get your started....

After numerous attempts to contact local agencies and searching on-line resources I am coming up empty. Does anyone have any advice as to where I may obtain such data? Specifically I’m looking for gas lines, underground electric lines, sewers, etc. (shapefiles, old plans, anything!). Any help would be greatly appreciated. Thanks in advance, Jason Jason D.
