One month ago, the Waterbury Republican-American reported that Waterbury led the state in the number of children arrested in public schools. Almost 90% of those arrests were of children of color. This past week, Waterbury officials signed an agreement that will link children who get in trouble at school with community-based services without resorting to handcuffs.

This agreement is a product of a city collaborative convened by the Center for Children's Advocacy, Connecticut Legal Services, and the Washington, DC-based Center for Children's Law and Policy. The group's focus is to reduce racial and ethnic disparities in the juvenile justice system and improve school climate. The Center for Children's Advocacy has been working with similar groups in Hartford, Bridgeport, and New Haven on reforms in those cities.
