Michael: First, I benefited from one of the ESRI Virtual Campus courses on Network Analysis. It contained many scenarios that might overlap with your project, including creating turns. Second, I found it to be a lot of back and forth. Not a one pass exercise. Connectivity of nodes is critical as was the quality of the network, as you mention. I would go after local data. Finally, there are options for almost everything you can think of. So I wouldn’t doubt one that points to a road attribute, like one-way.
