ArcGIS Online is probably your best bet going forward. It’s not fully functional yet, but Esri is adding such functionality as time goes on. They even had their own MOOC last month, “Going Places with Spatial Analysis”, that used AGOL:

I happened to be sitting next to Jack Dangermond yesterday (to my surprise!) and we were talking about just this very subject and how it will be what really distinguishes AGOL from the offerings of Google and others. He said that ArcGIS Pro is an integrated desktop-cloud product for this purpose, and that it’s hard to take away from people once they start using it.

I also want to find out more, so hopefully others will chime in.

Currently we own 2 concurrent licenses of ArcGIS Desktop Basic, which are hosted on a terminal server on-site. We are considering getting rid of our servers in-house and moving to a more cloud based system. We have 6 users who know ArcGIS, but only 2 or 3 of us use it regularly.
