I believe the data void areas you speak of are the right-of-way (ROW).  You could fill them in by simply doing a UNION with the town/county boundary.

Parcel layers usually come the roads unmapped (i.e. not a polygon).  Is there any automated way to fill the roads as one or multiple polygons and have the topology respect the adjacent parcel boundaries?
