Regional GIS Field Technician (contract position)

Two full-time (days) Positions

Background

MassGIS is presently preparing for deploying the statewide GIS-based master address database that will support the Next Generation E-911 (NG911) emergency response system.  The mapping for this project includes Emergency Service Zones, address point locations, and a street network; these are linked to tables including a master list of street names, a master list of addresses and of their respective aliases/variants. An important part of this project is ensuring that all structures have an address and all known addresses are assigned to a point location (typically a structure), which is where this Regional GIS field technician position comes in.

 

For the first position, MassGIS is seeking to hire a field technician who will work in communities in Boston’s west-metro area; this area is defined as communities inside or intersecting I-495 and bounded on the north by Route 3 and on the south by I-95. For the second position, MassGIS is seeking to hire a field technician who will work in communities on Cape Cod. Please indicate in your cover letter which of these two locations is relevant to you. All other qualifications being equal, our hiring preference will be for someone who lives in or closer than another candidate to the work locations described above. Anyone applying for either of these positions must have their own reliable car that can be used to conduct the field work duties outlined below. Work-related travel costs are included in the hourly rate for this position. As needed and appropriate, you will be expected to use your own cell phone to call your MassGIS supervisor.

 

Duties

Under the direction of a MassGIS staff member, you will work full-time in the field in communities in the Boston west metro area or on Cape Cod. You may occasionally be asked to commute into Boston to MassGIS’ office. The field work consists of using a browser-based custom-built application on a tablet computer provided by MassGIS to: 1) find the correct location of addresses not assigned to a structure and/or point location and, 2) add/link addresses to structure points that lack an address. MassGIS will provide in-the-field training. Work will be conducted one municipality at-a-time. Structure points without addresses and addresses not assigned to a structure point will be downloaded to the tablet application via MassGIS’ web services for the community in which you are working that day. The application will also display completed address points. Some portion of the work, although not necessarily the majority, will need to be completed on foot even in cold weather. During periods of heavy precipitation, work will be limited to what can be accomplished from inside a car. If the weather is too severe for safe driving then you will not be able to work. A daily summary via email of the work completed that day will be required. Interaction with municipal officials, including local law enforcement and municipal GIS staff, will be a routine part of the work.

 

Preferred qualifications

- Bachelor’s degree in computer science, geography, planning, engineering, or similar field

- At least two college classes (semester-long or equivalent) in GIS

- Demonstrable ability to work independently, methodically, and efficiently

- Good oral communication skills

 

Ideal Background

- 10 or more weeks of full-time work experience using ArcGIS or an equivalent GIS software package

- Substantive experience with GIS-related data collection in the field

 

Knowledge Acquired on the Job

Experience using tablet computers for field work

Experience with the complexities and issues of address data and address assignment
