I know a brave soul who has been working in Windows 10 and Arc Desktop Basic 10.3.1 for the last couple of weeks. So far so good. But I’m not that brave.

Coincidentally, Esri released the following technical article the same day as the original message in this thread:
FAQ: Is Windows 10 certified with Esri's ArcGIS products?
For what it’s worth, it includes this recommendation:
Customers should not install Windows 10 for use with ArcGIS 10.3.x Desktop at this time until testing and certification is complete.
