Coincidentally, Esri released the following technical article the same day as the original message in this thread:

 

                FAQ:  Is Windows 10 certified with Esri's ArcGIS products?

 

For what it’s worth, it includes this recommendation:

            Customers should not install Windows 10 for use with ArcGIS 10.3.x Desktop at this time until testing and certification is complete.
