The UCAR Visiting Scientist Programs, in cooperation with NOAA’s National Weather Service (NWS)/Office of Dissemination (DISS) and National Ocean Service (NOS)/Coast Survey Development Laboratory (CSDL), is seeking applications for a Software Engineer I/II to support the NOAA/NOS nowCOAST Geographic Information System (GIS) project.

This position involves enhancement of the nowCOAST data ingest system, web mapping services, and map viewer to improve efficiencies, implement additional features and functionality, and incorporate the processing and display of additional datasets provided by NOAA, NESDIS, or other federal partners. 

This position is located in the NOAA-UNH Joint Hydrographic Center (JHC) at the University of New Hampshire in Durham, NH.

The successful candidates will develop expertise in Linux, Python, ESRI ArcPy, and various open source software packages (e.g. PostgreSQL, GDAL), with a focus in GIS data processing and management, and use that knowledge to extend the existing nowCOAST data ingest framework to process additional datasets while optimizing efficiency and performance.

This candidate will also:

• Work with other members of the nowCOAST development team in the creation of new web mapping services and the modification of existing services to include display of additional datasets and improve map performance, cartography, organization, and metadata.
• Identify test cases and assist other nowCOAST team members in developing automated test suites to verify the quality, correctness, and reliability of new nowCOAST versions.
• Maintain the existing operational nowCOAST system. Maintenance will involve restoring nowCOAST map services back to normal operations following unplanned outages and will require on-call technical response during non-business hours.
• Assist with implementation of future upgrades of nowCOAST components (i.e. data ingest, database, map services) into operations in close collaboration with system administrators and database administrators of NWS/NCEP Central Operations.
• Develop expertise in various GIS packages, associated database technologies, and NOAA’s real-time operational meteorological, oceanographic, and hydrologic spatial data sets.

In order to qualify for the Software Engineer II position, the incumbent will also be responsible for the following:

·       Perform requirements analysis, documentation, and translate results into design specifications.

·       Design, develop, test, and implement new data processing, system monitoring, and quality assurance software.

·       Test, evaluate, and recommend off-the-shelf, open source, and in-house developed software in coordination with the nowCOAST development team.

Decision Making and Problem Solving

This employee will receive supervision and guidance from the National Oceanic Atmospheric Administration (NOAA)/National Ocean Service (NOS) nowCOAST Project Lead and NOAA/National Weather Service (NWS)/IDP-GIS Project Manager (PM).  The employee will work as a team member on projects as assigned by the nowCOAST PM.

Knowledge, Skills & Abilities

• Knowledge and experience in computer programming and debugging, database management, and web service architecture.
• Experience in the implementation, monitoring, and troubleshooting of applications in an operational Linux environment.
• Familiarity with the implementation and maintenance of GIS map services.
• Experience with the manipulation and visualization of spatial data sets (e.g. meteorological, hydrologic, and oceanographic data, imagery, and forecasts) in various formats (e.g. Shapefiles, GeoTIFF, NetCDF, GRIB2, BUFR).

 

Experience with several of the following software technologies related to processing and display of geospatial data:

• GIS Software – ArcGIS Desktop and Server, GDAL/OGR, QGIS, FME, GeoServer
• Databases –ArcSDE, PostgreSQL with PostGIS extension
• Languages/Technologies – Python, ArcPy, JavaScript, Java, Subversion, Apache, Tomcat

In order to qualify for the Software Engineer II position the majority of the following skills/experience must be met:

·       Strong knowledge and experience in computer programming and debugging, database management, information systems, and web service architecture.

·       Strong knowledge and experience in software design principles and performance optimization.

·       2 or more years of experience with several of the following software technologies related to processing and display of geospatial data:

·       GIS Software – ArcGIS Desktop and Server, GDAL/OGR, QGIS, FME, GeoServer

·       Databases –ArcSDE, PostgreSQL with PostGIS extension

·       Languages/Technologies – Python, ArcPy, JavaScript, Java, Subversion, Apache, Tomcat

Education & experience

Associate’s Degree in Computer Science or Information Technology with 3-4 years of experience or equivalent combination of education and experience; or a Bachelor of Science in a related field such as Meteorology or Atmospheric Sciences with computer science course work, experience and skills.

In order to qualify for the Software Engineer II position:

Bachelor of Science in Computer Science or Information Technology with 4-6 years of experience or equivalent education (e.g. Master’s Degree) preferred.

Employees of the University Corporation for Atmospheric Research (UCAR) and subject to and covered by UCAR policies with respect to all personnel matters. The selected candidate will receive a fixed annual salary.
