I think you can do this with raster calculator. You can use the conditional
tool (named "Con") to do the comparisons you need. This link has a lot more
explanations on how to use the tool.

If you're not actually working in ArcGIS you can definitely do these
calculations in python, and I would guess there should be a similar tool in
QGIS.
