Yes, your problem is common in ecology. Patch shape is the subject of many great debates. Of course I will mention Zajack, professor Roman Zajac at the University of New Haven in West Haven, CT. Otherwise, use an area and perimeter comparison.
There is a mathematical relationship between area and perimeter, take a graphical approach with land polygons and or parcels. Only parcels that have the ratio limit within a certain range will be useful for your "one circle" approach. Hopefully this helps.
