In ArcGIS, If you create a field within the polygon layer containing the radius (400 feet), you can use the centroid to calculate a buffer of the point. You could also buffer the outside of the parcel using the same method which may be more in keeping with your desired results? The polygons could be any shape. This would be useful for identifying potential parcels that could contain a Massachusetts Zone I (400' radius) of a proposed water supply well.
