In summary....

The problem with centroids is that they can be outside an irregular polygon.  Plus the process of buffering to get the correct distance would be iterative.
The best solution by far was ET Geowizards (see below).  It worked in free mode even though the tool is not marked as free (maybe there is a feature limit).

A quick answer is to use ET Geowizards tool (Polygons to Max Inscribed Circles).  Version 11.3 is out (I am currently using 11.2); http://www.ian-ko.com/

Overall, it is a helpful program and relatively inexpensive.

Subject: Circles in polygons

Is there a way to automate creating a single maximum-sized circle within each polygon of a parcel layer?  The polygons could be any shape.

This would be useful for identifying potential parcels that could contain a Massachusetts Zone I (400' radius) of a proposed water supply well.
