A new federal audit released Tuesday said the state's child-protection agency struggles to accurately assess risky households, and was inconsistent when it comes to effectively interviewing child victims or vetting the fitness of relatives to serve as foster parents. The review also said the Department of Children and Families was hampered by a shortage of traditional, or "stranger" foster-care families, and that, as a result, too many children were experiencing multiple foster-care placements.
