Hi Patrick,

My company provides just the services you are describing.  You are likely correct that a full municipal flyover would be aggressive, but we have flown several hundred acres in a day for cemetery, facility campus, and development as-built mapping type projects.  The image resolution and accuracy capabilities can be pretty remarkable.

Probably more at the sub-municipal, college/university geographic extents (20 or 40 scale).
