My sister sent me this article from the New Haven Register about an online tool that lets users see their flood risk during a Category 3 hurricane – but the projections do not model rain.  It’s at http://floodiq.com.  It shows flood depth maps and displays charts on projected sea level on a per-property basis.  They have great graphics that show what flood depth looks like:
