INTRODUCTION

The State of Connecticut Department of Transportation (DOT) invites qualified applicants to apply for the position of Transportation Planner 2 within the Bureau of Policy & Planning, Roadway Information Systems Section, Enterprise GIS Unit.

This newly created unit is integral to the development and continued support of the Department’s Transportation Enterprise Data (TED) Management System, an innovative data architecture and set of business processes for managing data in an enterprise fashion. It will provide our internal and external customers with a shared and integrated communal data experience from a common data platform while ensuring high quality, managed, authoritative data is consistently available and treated as the high value Department asset it is. Additionally, the Enterprise GIS Unit is the Department’s lead unit tasked with developing data analytics and visualization services for the rest of the Agency. With data now more potentially accessible and retrievable than ever, the need for data analytics specialists to harvest and interpret this data for broad agency-wide use and application is paramount. The Department is looking to continue to strengthen its knowledge and expertise in support of an Enterprise approach to data analytics. By enhancing data analytics capabilities, the Department will be well positioned to leverage existing and developing datasets to analyze, visualize, and interpret critical transportation information to support the overall mission and core business processes of a modern State DOT.

Recent transportation authorization acts, MAP-21 and the FAST Act, require that State Departments of Transportation establish and implement “performance-based” and “data-driven” decision making. In order to be “performance-based” and “data-driven”, the Department must collect and analyze data, establish goals that support the national and state transportation objectives, and develop systematic methodologies to monitor our progress towards meeting those objectives. All these needs require the ability to functionally work with “big data”, something the Enterprise GIS Unit, in constant communication and collaboration with CTDOT’s Information Technology section, is tasked with helping to support, specifically related to geospatial data.

This position will work in a lead capacity at an advanced level, and may also supervise lower level employees. The incumbent will act as the unit lead on a variety of tasks to help meet overall Department goals related to enterprise data management, data analysis, and data visualization. They will play a critical role in the evolving development of data assets as well as the performance measurement of data assets to support data-driven decisions related to topics such as: safety analysis, project prioritization, return on investment, among others. This will include working with partners across all the Agency’s Bureaus performing data analysis, visualization, and synthesis for Department customers so that the findings can be turned into actionable, easy to consume, recommendations.

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation and the Connecticut Airport Authority this class is accountable for acting as a working lead and/or for performing the most complex tasks in transportation planning studies, programs and related activities.

EXAMPLES OF DUTIES

Daily tasks include but are not limited to the following duties:

· Working with bureau representatives, the TED team, IT, and within the DOT Enterprise GIS unit to identify opportunities to develop data and information products and solutions to support strategic decision making, program outcome assessments, cost benefit analysis, operational efficiencies, data visualization capabilities, and ad-hoc queries across the agency.

· Working with business staff to recommend actionable business solutions and insights impacting agency goals and objectives; apply the results in a variety of formats accessible to non- technical staff, stakeholders, and decision makers.

· Providing guidance to agency leaders regarding interpretation and applicability of findings in a business context (program effectiveness, resource allocation, efficiency improvements, data quality enhancements)

· Working with data stakeholders in the TED enterprise ecosystem leverages data visualization and analysis tools (Power BI, Insights, Tableau) to advance business intelligence and timely knowledge flow for staff and senior management teams.

· Analyzing data, deriving insights, formulating conclusions, and presenting results in a cohesive, intuitive and simple manner to business stakeholders, the TED team and senior management.

· Examining data sets to determine the best analysis plan to address key business questions; identifies opportunities for significant improvements in data collection, validation, maintenance and access for data owners, stewards, and custodians.

· Conducting statistical analysis to determine trends and significant relationships between data sets utilizing a range of analytical techniques (regression, correlation, cluster analysis, rolling averages, data mining, and machine learning) to deeper insights into relationships between data classes.

· Working with data owners, stewards, and custodians to identify and develop relevant performance metrics for their core business processes. This will include assessments of the core data (for completeness, uniformity, timeliness, & accuracy) as well as the overall data model.

· Performing and assisting with data management functions such as data cataloguing, business requirements gathering, process flow diagramming, and data gap analysis critical to developing fully integrated solutions.

· Participating and contributing to the Department’s Change Management and Data Governance teams as needed.

· Guiding, contributing, and documenting work with other technical teams in the development, deployment, and application of prescriptive, descriptive, inferential, and diagnostic analysis.

· Assigning and reviewing work performed by lower level staff to aid in accomplishing the Department’s goals related to data management and data analysis/visualization.

· Documenting performance and performing reviews of assigned employees.

· Working with higher level staff to identify and measure success metrics for performance of the Unit and the Department related to overall goals.

KNOWLEDGE, SKILL AND ABILITY

Considerable knowledge of multi-modal transportation planning theory, practices and methodologies; knowledge of environmental considerations involved in transportation planning; interpersonal skills; oral and written communication skills; ability to develop and use computer software including planning models and other programs related to planning process; analytical ability; ability to forecast trends based upon empirical data; ability to comprehend and interpret laws and regulations; some lead ability.

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in transportation civil engineering or transportation, urban, regional or environmental planning.

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must include individual responsibility for the coordination of complex planning projects in a relevant planning area.
Note: For State Employees this is interpreted at the level of Transportation Planner 1 or Transportation Engineer 2.

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

1. College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
2. A Master's degree in civil engineering, transportation, urban, regional or environmental planning may be substituted for one (1) additional year of the General Experience.

PREFERRED QUALIFICATIONS

1. In addition to the degree areas listed under Minimal Qualifications, preferred disciplines include: Mathematics, Statistics, Physics, Management Information Systems, Computer Science, Data Science, Data Analytics, Geographic Information Systems or Geography.

2. Strong problem-solving skills with an emphasis on modeling, data linkage, and statistics.

3. Excellent written and verbal communication skills for coordinating across diverse teams of engineers, planners, and financial administrators (among others) both internal to the Department as well as external partners.

4. Knowledge and experience using geospatial data management tools such as ESRI’s ArcGIS Desktop Suite (ArcMap, ArcCatalog, etc.) ArcGIS Pro, QGIS, and others.

5. Knowledge and experience using statistical computer languages (e.g. R, Python, SQL, etc.) to manipulate data and draw insights from large data sets.

6. Knowledge and experience working with and creating data architectures.

7. Knowledge and experience working with a wide variety of datasets and databases, including those containing a geospatial component.

8. Knowledge and experience working with a variety of data analysis, automation, and visualization software products including the ESRI suite of products (e.g. Insights, StoryMaps, etc.), Microsoft (PowerBI & PowerAutomate), and Safe Software (e.g. FME).

9. Knowledge on a variety of machine learning techniques (clustering, decision tree learning, artificial neural networks, etc.) and their real-world advantages/drawbacks.

10. Knowledge of advanced statistical techniques, concepts (regression, properties of distributions, statistical tests and proper usage, etc.) statistical computer languages (e.g. R, Python, SQL, etc.), and experience with applying models into real-world applications.

11. Excellent attention to detail, including the ability and patience to thoroughly quality check their own work as well as work performed by others.

12. Knowledge or experience concerning the unique concerns of a Government agency as it applies to data availability, policy constraints, and legal considerations.

SPECIAL REQUIREMENTS

1. Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.
2. Incumbents in this class may be required to travel.
