It pains me to answer this...

I was a GIS Coordinator for a City in NH from 1989-1993. At that time, there was a popular product called GeoSQL by Generation 5 Technology that was catching on with cities. It was a product that leveraged a spatial database in Oracle (like SDE does now) and the front end was AutoCAD. It was ArcCAD and SDE before they were released. We set up a municipal GIS users group and had members from Groton (I think Peter B) and Farmington (John L). Also, I think Newton, MA had a GIS coordinator. At that time, I think those were some of the few city/town GIS coordinators in New England. From what I remember, the rest were with planning commissions, colleges, and state agencies.

GeoSQL, ArcCAD, WS & PC ArcInfo, MapInfo, AutoCAD Map, and MapGuide, were key the products. Also, we had Pen Plotters and then the plot messed up, it would rip up the paper. Fast-forward to the mid-1990s and ArcView 1 came out. It changed the game. Then ArcView and MapObjects IMS came out and the first web apps were launched in 1998ish, then ArcIMS came out.

The First NEARC was about 1986.

1995-1996... CUSTOM ArcView 1 or 2 Application. You could break it apart and customize it if you could figure it out.

I'm curious, when did people in CT start getting hired for GIS positions outside of academia? Not the engineer or zoning officer who obtained GIS skills, but the earliest positions where the job role was just to know GIS software as a desktop product? I was hired as a GIS intern in 2003 so I'm aging myself here but there were already people working in the field and there were consulting firms that existed to support them.

And to set a line in the sand, I'm going to use Wikipedia and say that "In 1986, Mapping Display and Analysis System (MIDAS), the first desktop GIS product [15]<https://nam10.safelinks.protection.outlook.com/?url=https%3A%2F%2Furldefense.proofpoint.com%2Fv2%2Furl%3Fu%3Dhttps-3A__nam10.safelinks.protection.outlook.com_-3Furl-3Dhttps-253A-252F-252Fen.wikipedia.org-252Fwiki-252FGeographic-5Finformation-5Fsystem-2523cite-5Fnote-2D15-26data-3D02-257C01-257CCTGIS-2DL-2540LISTSERV.UCONN.EDU-257C5fa2469433ff45345d0e08d860a0f2d5-257C17f1a87e2a254eaab9df9d439034b080-257C0-257C0-257C637365591686268998-26sdata-3DtPbl6UvRea9D010pAMtiEaPw9jFRG-252FV8tjFyk2pY0hQ-253D-26reserved-3D0%26d%3DDwMF3g%26c%3DNpiPIT1KNSO0vXgGk6ogJQ%26r%3Dy6oLEPdbbwxIgr69s62RbrJqGMwNdWiYgWiqVN6IiGc%26m%3D1nEYfIk93UZ4xX4Hg0vQZkn76g6euJZ0TemibQS8qGs%26s%3D8Pmrf_uIzZ3Vc3W0U3rpxh7QsuJxfI94Ei7Wr-dGpBU%26e%3D&data=02%7C01%7CCTGIS-L%40LISTSERV.UCONN.EDU%7Cea445a4323bf4bfcf3a808d860b4e421%7C17f1a87e2a254eaab9df9d439034b080%7C0%7C0%7C637365677325084695&sdata=ltT%2FZQ5g1ICqlygYK9PjGgsog8gx7xMVOPg4%2BQXYQIk%3D&reserved=0> was released for the DOS<https://nam10.safelinks.protection.outlook.com/?url=https%3A%2F%2Furldefense.proofpoint.com%2Fv2%2Furl%3Fu%3Dhttps-3A__nam10.safelinks.protection.outlook.com_-3Furl-3Dhttps-253A-252F-252Fen.wikipedia.org-252Fwiki-252FDOS-26data-3D02-257C01-257CCTGIS-2DL-2540LISTSERV.UCONN.EDU-257C5fa2469433ff45345d0e08d860a0f2d5-257C17f1a87e2a254eaab9df9d439034b080-257C0-257C0-257C637365591686268998-26sdata-3DZUaTVZ4jVSGruKeGhgSdi1YiQ-252FxV-252FS-252Fpi-252Bjh-252BS8ANl8-253D-26reserved-3D0%26d%3DDwMF3g%26c%3DNpiPIT1KNSO0vXgGk6ogJQ%26r%3Dy6oLEPdbbwxIgr69s62RbrJqGMwNdWiYgWiqVN6IiGc%26m%3D1nEYfIk93UZ4xX4Hg0vQZkn76g6euJZ0TemibQS8qGs%26s%3DuM-0DIQdbGtgLdHDRBY_7VfDCIFYrG8O4mm-WKlcKYE%26e%3D&data=02%7C01%7CCTGIS-L%40LISTSERV.UCONN.EDU%7Cea445a4323bf4bfcf3a808d860b4e421%7C17f1a87e2a254eaab9df9d439034b080%7C0%7C0%7C637365677325084695&sdata=Jrhb7nLbtM0axrjm05hirtFK9B7Z%2Fud%2BEiBIaPmqGzg%3D&reserved=0> operating system. This began the process of moving GIS from the research department into the business environment." ArcView 1.0 was released in 1991 and shapefiles weren't a thing until ArcView 2.

So, in CT, where did it begin?
