*Message sent from a system outside of UConn.* In Massachusetts, and according to the Secretary of the Commonwealth's Supervisor of Public Records, GIS data is considered a public record, with exceptions that may or may not apply to some elements of DPW pipe infrastructure. As a pubic record, copies of GIS data must be provided at the cost of the time (hourly rate) of the lowest paid person capable of making the copy. This does not mean that custom queries for a subset of the data have to be produced. It does mean that the format of the data can be any format to which the GIS software can export. If a property owner wanted a map of their property, we typically charged $0.50 – 1.00 depending on if they wanted 8 ½ x 11 or 11x17. Many departments often waived the fee(s) as it was too much of a hassle to write a receipt for $0.50. We never bothered to track requests beyond data requests. Requests came in usually by email (data requests) or by walkup (property owners / contractors).
