At my last job, we had a Map Request Form, either a Word doc or PDF.  We had checkable boxes for whatever options we allowed (type of data shown, printed/web map, size, etc.).  This allowed us to keep the options set to a number that was still workable for us as we received dozens of map requests per month.  Usually, we would call the requester back and ask them a few questions.  Usually, the map they wanted was not the map they needed.  So we had to tweak their request.

I used to work for a city in Kansas, we would produce simple maps at no charge. These would be for common requests about water and sewer lines on or near a property for homeowners, contractors, and design firms. I had templates set up so that it took only a few minutes to produce the map. These were usually sent to the requester via email, and were initiated by a phone call or in-person visit. Anything more complicated than that we usually wouldn’t do, but we would provide data extracts on request. These days, of course, it’s easy enough to set up web printing and data exports in an app via Portal or AGOL, so that’s what I would probably do if we had a need in my current role.

In Massachusetts, and according to the Secretary of the Commonwealth's Supervisor of Public Records, GIS data is considered a public record, with exceptions that may or may not apply to some elements of DPW pipe infrastructure. As a pubic record, copies of GIS data must be provided at the cost of the time (hourly rate) of the lowest paid person capable of making the copy. This does not mean that custom queries for a subset of the data have to be produced. It does mean that the format of the data can be any format to which the GIS software can export.

My previous town (where I was the GIS Admin), we had set pricing per MB of data for those who wanted our actual data.  If a property owner wanted a map of their property, we typically charged $0.50 – 1.00 depending on if they wanted 8 ½ x 11 or 11x17.  Many departments often waived the fee(s) as it was too much of a hassle to write a receipt for $0.50.  We never bothered to track requests beyond data requests.  Requests came in usually by email (data requests) or by walkup (property owners / contractors).

We are looking for some feedback, specifically from local gov’t but any feedback is welcome! We are looking at formalizing the process for Public Map Requests that come into our IT Dep’t. Some of the questions I have are:

 

Do you have set pricing?

Do you charge for printing?

How do you track your requests?

Is pricing set by resolution/local law/etc…?

How do customers submit a request? (i.e.: Survey123, web form, email, fillable pdf, etc…)
