It is not just an accessibility issue, it's a professional and political one. I know several people (including myself) who at some point in their careers presented a map in an important meeting and found out that the most important person in the room could not read the map. And when the most important person in the room is angry at you for making a bad map, you have problems. As Mara noted, ColorBrewer is an excellent resource for anyone with color deficiencies. Cynthia Brewer is an excellent and thoughtful cartographer and if you scratch the surface, you will find her influence throughout the Arc cartography and symbology toolsets.
