The Executive Office of Technology Services and Security (EOTSS) is the state’s lead office for information technology. We provide enterprise level information technology services including network management and security; computer operations; application hosting; desktop provisioning and management; and modern and responsive digital services to 40,000 internal stakeholders plus the residents, business owners and visitors to the Commonwealth of Massachusetts.

EOTSS is looking to hire an experienced leader to serve as the Director of the Bureau of Geographic Information (MassGIS) to oversee our project teams, engage with agency partners and stakeholders to improve the availability, quality, and accuracy of enterprise level geospatial information, and further develop the Commonwealth’s GIS programs and strategies. The MassGIS Director must be an effective manager with extensive GIS background and demonstrated success leading cross-functional teams of GIS specialists, coordinators, technicians, and programmers to deliver both small and large-scale projects on-time and on-budget The incumbent is a team-oriented leader capable of working collaboratively with business leaders to address their geospatial information needs. The incumbent is also a strategic thinker who improve the functionality and value of the Commonwealth’s enterprise GIS assets.

 

The primary work location for this role will be at One Ashburton Place, Boston, Massachusetts 02108. The work schedule for this position is Monday thru Friday, 9AM to 5PM EST. This position would be expected to follow a hybrid model of reporting to work that combines in-office workdays and work from home days as needed.

 

All offers of employment into this position are conditional and subject to passing: a Massachusetts Criminal Background Check (CORI); a security clearance (fingerprinting) consistent with IRS and/or public safety requirements; and security training.

Qualifications

 

MINIMUM ENTRANCE REQUIREMENTS:

 

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least two (2) years must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.

 

Substitutions:

 

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

 

II. A Bachelor’s degree in a related field may be substituted for two (2) years of the required (A) experience.

 

III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.

 

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
