The MMCA's Emergency Response and Spill Prevention (ERSP) Division has diverse responsibilities, including:

  *   A 24-hour statewide emergency response program that responds to hazardous materials incidents, including petroleum releases, chemical releases, and weapons of mass destruction (WMD) incidents, threats, and hoaxes;
  *   A unit that supports emergency response operations and conducts soil and groundwater investigations to identify parties responsible for spills and enforces cleanups from underground storage tanks (USTs);
  *   A unit that manages post closure activities at state-owned landfills;
  *   A unit that performs inspections, issues permits, and conducts enforcement including for USTs, PCBs, and Marine Terminals; and
  *   A unit that ensures corrective action measures are taken to address environmental contamination from releases.

POSITION HIGHLIGHTS
The ERSP Division is seeking to hire a Supervising Environmental Analyst for the Corrective Action Unit.  The Supervising Environmental Analyst is critical to the Emergency Response and Spill Prevention Division (ERSPD) mission to protect human health and safety and the environment from releases of hazardous materials by ensuring that the various aspects of federal grant programs, including the Federal Leaking Underground Storage Tank (LUST) Trust Fund Grant (grant) and PCB PPG, are achieved.   In addition to the two funded grant programs, this position provides supervision and direction of staff overseeing the long-term soil, groundwater, surface water, sediment, building materials and other cleanup actions when releases do occur, in support of the entire ERSPD.  Some key responsibilities of the position include:

  *   Supervising a section engaged in development and implementation of departmental, local or statewide environmental plans and programs;
  *   Supervising staff engaged in performing evaluation of impacts from contamination, addressing exposures from contamination, and reviewing for approval investigation plans, cleanup plans, and completion reports;
  *   Scheduling, assigning, training, evaluating, and determining priorities of staff reviewing investigation and cleanup/remedial actions for technical content and conformance with applicable laws and regulations such as for USTs, PCBs, and RSRs;
  *   Directing administration of state and federal program budgets;
  *   Serving as department representative on various regulatory and advisory boards and committees;
  *   Supervising review and analysis of proposed and existing projects and legislation for environmental impact, consistency with policies and plans and economic benefits and costs.
